asked for two at least should be legal Cadets and if it is

at present impossible to obtain Officers who have studied law

during their University career, it will, I submit, be

necessary in the circumstances to allow the two legal Cadets

to remain for 6 months in England to study law before coming

out to Hongkong, a sufficient allowance being made to them

from Hongkong Revenues.
